This year’s Spelling Bee was organized by the Intervention and ELD teachers with the help of Mr. Strauch, Mr. Diego, and Mrs. Strobel. Only 4th graders participated in the annual event this year and it was held on Thursday, March 28th! Each 4th grade class had a student representative and those students that participated were chosen after having participated in their own class Spelling Bee.

Have you ever received a grade in a class you felt you didn’t deserve? Did you ever struggle in a class without knowing exactly what to do to right the ship? Did you ever have a teacher that you knew was a particularly easy or difficult grader? Did you ever get a low grade on a test or project and then know there was no way to bring your grade up to where you wanted it?
Standards-based grading (SBG) attempts to address some of these mysteries and inefficiencies. At its core, SBG is about making learning goals and student progress clear so that students know exactly where and how they need to improve. For example, if a 2nd grade student receives a C+ in reading, what do we know? We know that the student and his parents will probably not be satisfied with their current score. But we don’t know where exactly the student is lacking. Is he struggling to read grade-level material fluently? Can he read fluently, but struggles to identify the moral of fables and folktales?

Hello Community Outreach Academy families and community. My name is Scott Jonard, Principal of COA Middle School. I am a father to 3 young children and I am married to a stunningly beautiful school counselor. Education is not only my job but it is in my blood. My family has been involved in education for over 5 generations and I hope that mine and my wife's passion for education and educational leadership seep into my own children in the future.
I have been working in education for over 10 years. In that role I have had the extraordinary privilege of working with students of all backgrounds and ability levels. Throughout that time I have worked in many different jobs in education; Paraeducator, Teacher, Technology Coordinator, and now Principal. I also teach college courses on Educational Technology for new and hopeful teachers through the Sacramento County Office of Education School of Education and have spoken at many different conferences on topics around Education.

I am very eager to inform you that COA Elementary School is in the process of an exciting change. Our goal is to transform our classrooms from traditional to flexible seating over the next few years. In case you haven't heard, flexible seating is the new, hot trend for the classroom. It takes the idea of a coffee shop-like atmosphere, where teachers create a variety of different zones/areas, work spaces, and seating options while students can sit where they choose to work comfortably. This means that when students are working, they will have the freedom to find comfortable spaces around the room to work. They could be kneeling, standing, sitting, working on carpet squares, leaning on a pillow with a clipboard, sitting at a desk with an exercise ball or a wobble stool.

2018-2019 has been a very successful athletic year for COA elementary. In the Fall season we began our GCC District-wide soccer competition, where we had two teams that competed in the league. Both COA team 1 and COA team 2 made it to the championship, and COA team 2, which was coached by Toliy Sonnik and Dennis Rybakou ended up winning with a final score of 2-1. We are very proud of both soccer teams for being able to dominate the league and take 1st and 2nd place for COA Elementary!
This year we are proud to announce the development of a new program in 5th grade called SOAR. SOAR stands for Stem Outreach Academic Reinforcement and will be implemented in just one class this year, but will grow to include more classes as the years progress. SOAR is a long-term collaboration between COA, the UC Davis Mechanical and Aerospace Engineering program, and the Aerospace Museum of California. Through activities at school, tours, and other events, SOAR is intended to inspire students to think critically and develop a love for the pursuit of science.

On February 1 we celebrated the 100th day of school and we had a lot of fun. Teachers, support staff, and students put in so much effort into celebrating that day. We loved seeing how our staff dressed up as 100 year-olds and encouraged their students to do so. We love seeing all the creativity shine through from all of our staff members!
As we draw nearer to Christmas, the sense of excitement and cheer seems to grow a little more every day on our campus. Each site is decorated from floor to ceiling with ornaments and glistening décor. Students are doing all sorts of holiday projects in their classrooms. Our staff is gifting Secret Santa gifts to each other throughout these last few weeks before break. The spirit of Christmas is in the air!

ON DECEMBER 12, 2018, during the Board of Directors of the Gateway Community Charters (GCC) meeting, an OFFICIAL AWARDS CEREMONY was held in honor of some of Community Outreach Academy’s students; six COA students showed the maximum academic results when tested under the CAASPP (California Assessment of Student Performance and Progress).

PARENT AND FAMILY ENGAGEMENT POLICY
INTRODUCTION
In support of strengthening student academic achievement, Community Outreach Academy (COA) will distribute to parents a Parent and Family Engagement Policy. The policy establishes COA’s expectations for parent engagement and describes how COA will implement a number of specific parent engagement activities.
We believe effective parent engagement makes a positive difference in the educational success of children. We see “parents” as anyone involved in the care of the child, including grandparents, aunts, uncles, siblings and guardians. Parents will be surveyed yearly to ascertain their interests and needs to help their children be more successful.
PART I. GENERAL EXPECTATIONS
Community Outreach Academy agrees to implement the following statutory requirements:
With the approval of the local governing board, COA has developed and distributed to parents and family members of participating children a written parent and family engagement policy, agreed upon by such parents and updated periodically to meet the changing needs of parents and COA at SSC/DELAC meetings.
Hold an annual Title I meeting (COA Back to School Night) to which all parents of participating children will be invited and encouraged to attend, to inform parents and family members of their school’s participation in the Title I program and to explain the requirements, and the right of the parents to be involved.
Offer a flexible number of meetings (SSC/DELAC, Open House, Parent Workshops, etc.) and may provide, with Title I funds, transportation, child care, or home visits, as such services relate to parental engagement.
Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of COA’s Title I program, including the planning, review, and improvement of COA parent and family engagement policy and the joint development of COA-wide program plan during SSC meetings.
To ensure effective involvement of parents and to support a partnership among COA involved, parents, and the community to improve student academic achievement at COA under Title I will carry out the following requirements:
COA will provide assistance to parents of children served by COA through the Measuring Academic Performance (MAP) Workshops and Parent Teacher Conferences (PTC) to better understand such topics as the challenging state academic standards, state and local assessments, the requirements of Title I and how to monitor a child’s progress and work with educators to improve the achievement of their children.
COA will provide materials and training to help parents to work with their children to improve academic achievement.
COA will educate teachers, specialized instructional support personnel, principals, school leaders, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and COA.
COA will, to the extent feasible and appropriate, coordinate and integrate parent involvement programs and activities such as parent resource center, volunteer opportunities, school website resources, radio programs, and parent newsletters to encourage and support parents to participate in the education of their children.
COA will ensure that information related to school and parent programs, meetings, and other activities is sent to the parents of participating children in a format and, to the extent practicable, in a language the parents can understand.
COA will provide such other reasonable support for parental involvement activities under this section as parents may request. Parent Liaisons are available.
In carrying out the parent and family engagement requirements of this part, COA, to the extent practicable, will provide opportunities for the informed participation of parents and family members (including parents and family members who have limited English proficiency, parents and family members with disabilities, and parents and family members of migratory children), including providing information and school reports required under 20 U.S.C. § 6311 in a format and, to the extent practicable, in a language such parents understand.
As a component of the school-level parent and family engagement policy, COA will jointly develop with parents for all children served under this part a school-parent compact (Three Way School Pledge) that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the state’s high standards.
COA School Site Council (SSC) will annually update the COA Parent and Family Engagement Policy to meet the changing needs of parents and COA.
PART II. IMPLEMENTATION PLAN
Community Outreach Academy will take the following actions to involve parents in the joint development and joint agreement of its Parent and Family Engagement Policy in an organized, ongoing, and timely way under section 1118(b) of the ESEA:
Periodically evaluate and review the plan with parent advisory groups (SSC/DELAC).
Have documents translated into Russian and other languages, if necessary.
Set up follow-up meetings accordingly.
Community Outreach Academy will take the following actions to distribute to parents of participating children and the local community, COA Parental and Family Engagement Policy:
Post the policy in the “Parent Handbook”.
Invite parents to school – distribute the policy.
Post the policy in the “Bridges” parent newsletter.
Post the policy on COA’s website so parents can read and download it.
Share the policy via COA’s radio program.
Share the policy during an annual Parent Title I Meeting.
Periodically, Community Outreach Academy will update its Parental and Family Engagement Policy to meet the changing needs of students, parents, and COA:
Discuss issues at SSC meetings conducted monthly.
Discuss changes in policy in newsletters: to parents (“Bridges”/”Family & School”).
Solicit opinions/interests of parents at parent meetings.
To help make communication with our non-English speaking parents more effective, we will have full-time Bilingual staff available onsite.
Community Outreach Academy will convene an annual meeting to inform parents of the following:
That their child’s school participates in Title I.
About the requirements of Title I.
Parent Bill of Rights.
Community Outreach Academy will provide parents an opportunity to make suggestions and participate, as appropriate, in decisions relating to the education of their children through SSC/DELAC.
PART III. SHARED RESPONSIBILITIES FOR HIGH STUDENT ACADEMIC ACHIEVEMENT
Community Outreach Academy will build COAs’ and parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among COA involved, parents, and the community to improve student academic achievement, through the following activities specifically described below:
Send letters/newsletters home.
Translation available.
Parent liaison available.
Parent Resource Center available.
Radio programs available.
Conduct educational parent workshops.
Provide volunteer opportunities.
COA will incorporate Three Way School Pledge as a component of its Parent and Family Engagement Policy.
COA will provide assistance to parents of children served by COA in understanding the following:
the State’s student academic achievement standards
the State academic assessments
COA-wide goals
Monitoring students’ progress
PART IV. DISCRETIONARY PARENT AND FAMILY ENGAGEMENT POLICY COMPONENTS
The following activities will be used to support students’ academic achievement:
provide necessary literacy resources for parents from Title I funds, if COA district has exhausted all other reasonably available sources of funding for that training;
educate parents to enhance their involvement at school;
maximize parental involvement and participation in their children’s education by arranging school meetings at a variety of times, or calling home to work directly with participating children and with parents;
adopt and implement various approaches to improving parental involvement;
develop appropriate roles for community-based organizations and businesses in parental involvement activities;
provide other reasonable support for parental involvement activities.
PART V. ADOPTION
This COA Parent and Family Engagement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I. This policy was reviewed by SSC on October 3, 2023, and will be in effect for the period of one year. COA will distribute this policy to all parents of participating Title I, Part A children. It will be made available to the local community. COA’s notification to parents of this policy will be in an understandable and uniform format and, to the extent practicable, provide a copy of this policy to parents in a language the parents can understand.

ЧАСТЬ IV. ДОПОЛНИТЕЛЬНЫЕ КОМПОНЕНТЫ ПОЛИТИКИ УЧАСТИЯ РОДИТЕЛЕЙ И СЕМЕЙ
Нижеперечисленные действия будут использоваться для поддержки учебной успеваемости учащихся:
предоставление необходимых образовательных ресурсов для родителей за счет средств Title I, если у COA не останется других целесообразных источников финансирования для такого обучения;
обучение родителей способам большего участия в жизни школы;
увеличение участия родителей в жизни школы и обучении их детей путем организации школьных собраний в различное время или вызовов из дома на работу напрямую с участвующими детьми и родителями;
принятие и реализация различных подходов к улучшению участия родителей;
разработка надлежащих ролей местных общественных организаций и предприятий в мероприятиях с участием родителей;
предоставление другой поддержки для мероприятий с участием родителей по мере возможности.
ЧАСТЬ V. УТВЕРЖДЕНИЕ
Эта Политика участия родителей и семей COA разработана совместно с родителями детей, которые участвуют в программе Title I, и согласована с ними. Эта политика была пересмотрена Школьным Советом SSC 3 октября 2023 года и будет иметь силу в течение одного года. COA ознакомит с этой политикой всех родителей детей, которые участвуют в программе Title I, Part A. Также она будет доступна для ознакомления местному сообществу. Уведомление COA родителей об этой политике будет произведено в понятном и унифицированном формате и, при возможности, экземпляр политики будет предоставлен родителям на том языке, который они понимают.

ВВЕДЕНИЕ
С целью поддержки учебных достижений учащихся, Community Outreach Academy (COA) ознакомит родителей с Политикой участия родителей и семей (Parent and Family Engagement Policy). Политика задает ожидания COA относительно участия родителей и описывает, каким образом COA будет реализовать ряд конкретных мероприятий по вовлечению родителей.
On November 7, 2018, we officially opened our new playground at COA complete with another soccer field, bleachers, a basketball court, a volleyball court, track lanes, hopscotch and more!
At Community Outreach Academy Elementary School, everything we do is motivated by student achievement. Our motto, “whatever it takes” asks all staff members to do whatever is necessary to ensure that our students can succeed.
Every spring our school, together with all California schools, administers California Assessment of Student Performance and Progress (CAASPP) tests to all students in grades 3–6. These tests are administered in a controlled environment to ensure that our students have all the tools necessary for success.

My name is Daniella Manzyuk. This is my second year as the Student Support Specialist at COA Elementary, and I absolutely love my job! I get the privilege of working with remarkable kids every day, and there’s nothing else I would rather do.
In my role as the Student Support Specialist, my number one priority is to be there for our kids. As the eldest to immigrant parents, I understand the frustrations our newcomers go through when the culture is different from what they’re used to and they can’t understand everyone around them due to a language barrier.
Every year, our school participates in a Kids Can Food Drive for our local community. This year, the Drive is October 8th through November 2nd. This is a wonderful opportunity for our students to give back to our local community. If you would like to help with this Drive, please have your children bring canned and nonperishable food items to school. You could also drop off items at all of our school sites. We hope to continue teaching our students the value of giving to others while helping families during the holiday season. Thank you for your help!

As schools of choice, all charters schools have something in common — they are places where meaningful parental involvement is encouraged and valued. Few things are more critical to the success of schools than parent involvement. Our charter was established in response to a need in the community/parents and from the very beginning has been strongly sensitive to meeting those needs on an ongoing basis. Parents are a child’s first teacher and strong interaction between families, communities and schools is vital for student achievement. Parent volunteer work for their school can never be taken for granted, and as educators/professionals we appreciate and honor the parents who take their precious time to help our school.
